The Signal is a horror movie that was released in 2007. It's basically a variation on the zombie apocalypse, with a group of people struggling to survive the first days of a zombie outbreak.
Anessa Ramsey is seen here bound and gagged with duct tape. She's been trussed up like this by her paranoid neighbor, who's not sure if he should trust her.
She's eventually freed, once he realizes that she's not a rabid, wild-eyed zombie.
Tristan Towne is later seen trussed up in the same way. Only this time, she's being gagged on-screen.
The zombies in The Signal are not the undead. They're live people who have been driven to a psychotic rage by a strange transmission that has re-wired their brains, turning them into non-stop rage monsters who kill anybody that crosses their path.
The Stephen King novel Cell, and the Danny Boyle horror movie 28 Days Later (which are both very good, BTW) also use the same premise of a zombie outbreak with still-living rage monsters.
