I believe this scene is from a German cop show, but I don't know what one (like America, Germany has made its fair share of police procedural series). A young woman has been kidnapped by a psycho.
The young woman obviously had been abducted from a beach, or a pool, given the fact that she's clad only in a bikini (and BF).
She's rescued, thankfully, by a female cop. But not before she tried to escape on her own previously (and failed). This clip is pretty exciting to watch; I wish I could see the whole episode.
