Legend of the Seeker was a fantasy TV series that was based on the series of novels by author Terry Goodkind.
It felt somewhat like Hercules and Xena, which made sense, since the same producers and production team behind those shows also did this.
In the first season episode, Bloodline, Jessica Marais, who's usually dishing out torture as a Mord-Sith, finds herself on the receiving end of it by the head villain.
He's doing this, having her strung up like this, as a way of insuring her loyalty. It looks like he has it.
