This is from Angel, the Buffy the Vampire Slayer spin-off series. The episode is called Unleashed. And the actress here is Jenny Mollen, who plays Nina.
Angel, the good vampire, is helping Nina, who has recently become a werewolf. But word gets out about Nina, and she's captured by a creepy secret group that likes to dine on exotic animals...like werewolves.
After being washed off with her hands tied above her head, Nina is shackled to a table, where she is rolled into the dining room with a gag in her mouth.
