This is from a German detective show called Julia Durant ermittelt (Julia Durant Determined). The name of the episode is Kaltes Blut.
The clip shows a kidnapped woman being held captive in the bedroom of an RV. She's bound and gagged and feeling pretty helpless until a boy in a costume (the RV's parked at an outdoor party) starts examining the RV on its roof.
I promise you that she is barefoot. The reason I don't have any still pics is because she keeps slamming her bound feet against the wall in order to get the attention of the kid outside. It doesn't work. You can see the clip, along with her bound BF, right here.
