Der Fremde Gast (The Foreign Guest) is a German TV movie from 2007. I haven't seen the entire movie, but I don't have to, because of this scene.
Two women are taken hostage by a man who ties them both up separately. One is has her hands bound in a pool, which is slowly being filled with water, while the other is tied up in the house.
Both women are barefoot, with the woman in the house getting her feet tied together. She frees herself, saving the both of them. This is another one of my BF bondage favorites. You can see the clip right here.
