Nancy Drew has been published all over the world in many different languages. I found the above picture from an Argentinian print, titled La Hostería Misteriosa, known by its English title as The Mystery At Lilac Inn.
It features Nancy, clad in a scuba diving suit, having been taken captive aboard a mini-sub. She's being transferred to another ship with her hands bound behind her back. And it looks like she's barefoot. Snooping women captured while scuba diving happens to be one of my favorite themes.
