This is from the TV series She Spies, which was a more loopy version of Charlie's Angels (and was still enjoyable in its own way). Kristen Miller, who plays D.D. Cummings, gets captured by the bad guys.
In the episode, which is called "While You Were Out," D.D. was working undercover as a fitness instructor when she was caught by the big dude standing behind her. She's left to be tortured for information by another woman--but this very same woman is another one of the "She Spies" who's also working undercover.
Even though you can't see her feet here, I've watched the entire episode, and I can attest that Miller goes barefoot the whole time she's undercover. You can see the clip right here.
