This is from a Mexican movie called La Siembro, Cosecho y Vendo (I Plant, Harvest and Sell), and it's an action film about cops fighting the powerful kingpin of a criminal empire.
Irene Arcila plays the lover of the kingpin. She's captured by a special law enforcement team that mistreat her badly.
She's kept hogtied here for the longest time. Barefoot and bare-legged, clad only in a t-shirt.
In fact, while her clothes change, she remains barefoot throughout her time in captivity.
