No, it's not the sequel to Garden State, but Cautionary Tales, the season two episode of Heroes. Bell's character is taken captive by Bennett (the dude with the glasses).

Kristen Bell has special electric powers, and when she tries to use them, she gets the shock of her life, thanks to the forced foot bath she's been put in.

Bell is being held as a bargaining chip so Mr. Glasses can get his daughter, Hayden Panettiere--aka The Cheerleader--back from the bad guys.
