A vintage memory

I've had this picture in my files forever. According to the photo's Properties, I downloaded this way back on November 10, 2001.  It's most likely a scan from one of the old bondage magazines that I found online.

I was always fascinated by who she was and what was her situation. She's well trussed up, yet if you look behind her, she's in a jail cell. Is she a guard who got her uniform stolen by one of the inmates? Feel free to make up your own story.
